An Evidence-Based Analysis of Development Barriers and Policy Solutions

Nigeria has significant wind energy potential, yet utility-scale wind development remains largely untapped. Our latest industry update examines the key barriers preventing Nigeria from translating this potential into operational wind power capacity.

The brief explores six critical areas:

🔹 Policy and regulatory barriers
🔹 Grid and transmission constraints
🔹 Financing and investment challenges
🔹 Wind resource data and technical gaps
🔹 Institutional coordination
🔹 Social and land-related barriers

Beyond identifying these challenges, the report proposes practical solutions, including a dedicated procurement framework for utility-scale wind, improved transmission planning, blended financing mechanisms, expanded wind measurement campaigns, clearer institutional leadership, and stronger community engagement.
The report also highlights recent regulatory and grid developments that could create opportunities for wind energy, including the 2026 Net Billing and Mini-Grid Regulations and ongoing transmission expansion.

At NWEC, we believe that unlocking Nigeria’s wind energy sector will require coordinated policy action, investment, reliable data, grid readiness, and sustained stakeholder engagement.
